Paul Fair

Fair was a key figure in the National Baseball Congress as head of umpires and tournament director for Hap Dumont. 

Fair was also instrumental in the formation of the NBC National Association of Umpires, which is still in existence today with the NBC as the governing body. 

As tournament director Fair took many of the day-to-day responsibilities off the shoulders of Dumont, who then could continue with his creative ways of promoting semi-pro baseball.
